I think you mean court cases about book-bags being too heavy, therefore the straps put extra strain on the child's back. In that case it would be a case against the school system for forcing children to carry 30 lbs of books everywhere with them.

With all the silly lawsuits the courts allow, it would not surprise me if there are some concerning this. When I lived in Florida, they banned back packs (in my kids schools) due to contraband being brought into the schools. It would be interesting to hear how a person got injured by the straps, alone, since it is the student who decides what is comfortable and stylish to them.
Yeah. Blame the makers for default backpack straps. Seriously. if your dumb enough to get injured by one. Then you shouldnt even be allowed to do anything.
